We are talking about the US version of the card which by definition is targeted at US residents, of course. There are other versions of the card for various international locations but I have no familiarity with their features. I currently live abroad also, in South Korea, and ironically due to COVID because of all the additional credits Amex added I'm actually able to get value from the card, but obviously the lounges and so on are pretty useless since the only place I intend to fly before the pandemic is over is Jeju island within Korea. But if I were to live permanently abroad then yes, I'd agree the card is a lot less useful and I would probably cancel it in favor of a different setup. But since I do intend to return to the US, I expect to be able to get full value from the card again upon my return.

My US-based cards are in many ways more rewarding than my Korean cards because they charge such high interchange fees. I feel a bit guilty when I use them at the local convenience store or restaurant, since I know they're paying higher interchange fees which pays for the points I'm accumulating. The Korean domestic cards have way less valuable rewards programs.
