Yes. I tried again just now. The agent was super helpful. She called NRD who told her that in October they received a bulletin telling them that there would be no more upgrades based on P or Z. Instead they now have to wait for R space to open, as they can only process upgrades from that space.
Not surprising. The new RM system is a lot more sophisticated, and capable of clearing things more intelligently.
