Yes. I tried again just now. The agent was super helpful. She called NRD who told her that in October they received a bulletin telling them that there would be no more upgrades based on P or Z. Instead they now have to wait for R space to open, as they can only process upgrades from that space.
Hhhmmm... but it seems that others on here are still having success with p and Z space... or am I mis-reading something?
If what you report is accurate, that is a major blow to the eupgrade system.
