Oakland Airport is getting around to beginning planning of overdue terminal modernization/expansion. Details a little scarce at the moment but environmental studies are going to be starting soon with a project scope that presumably will include a new Terminal 0 and at least a modernized Terminal 1. Well...the problem is CEQA. Once a litigation is triggered, it can takes years to resolve.
After a quick review of CEQA, I believe the plan of OAK is to see if adding a new terminal is possible. If not, then the planned new terminal will be re-purposed as a modernized terminal, replacing the old one.
Note - replacement is exempted from CEQA.
