- Passengers with a seaman book.

  National Passport. 
- Passengers with a Laissez-Passer issued by the United
  Nations traveling on duty.
- Passengers with a travel document issued to refugees or
  stateless persons by the country in which they reside. 
- Passengers with a Permit to Re-Enter (Form I-327) issued by
  the USA.
- Nationals of Argentina and Colombia with an emergency
  passport. 
- Nationals of Romania with a temporary passport. 
- Passengers with an Alien's passport issued by Estonia and
  Latvia. 

 Document Validity:
- Passports and other documents accepted for entry must be
  valid on arrival. 

 Admission and Transit Restrictions:
- Passengers are not allowed to enter the Russian Fed. 
 - This does not apply to nationals of the Russian Fed. 
 - This does not apply to permanent residents of the Russian
   Fed. 
 - This does not apply to family members of nationals of the
   Russian Fed. 
 - This does not apply to nationals of Belarus if arriving
   from Belarus (not traveling on flights FV/SU6496). 
 - This does not apply to nationals of Cuba if arriving from
   Cuba. 
 - This does not apply to nationals of Egypt if arriving from
   Egypt. 
 - This does not apply to nationals of Ethiopia if arriving

  transit. 
 - This does not apply to passengers with an onward connection
   to Uzbekistan.

 Crew Members:
- The same regulations as for passengers apply, and
  additionally a General Declaration is required.

 Military:
- Same regulations as for passengers apply.

 Additional Information:
- Nationals of the Russian Fed:
  - holding dual nationality should arrive and depart the
  Russian Fed. on the same document. 
  - are not allowed to depart from the Russian Fed. with an
  expired passport. 
- Normal non-biometric passports issued to nationals of
  Armenia must contain an endorsement stating the validity of
  the passport for stays abroad. 

 Minors:
- Russian minors who are 14 years old or younger can be
  included in the passport of their parent or guardian. They
  must travel with their parent or guardian. 
- Russian minors who are 18 years old or younger, leaving the
  Russian Fed. and traveling alone  must have a notarized
  letter  Power of Attorney  in the Russian language stating
  that the minor is permitted to leave the Russian Fed. This
  also applies to minors not residing in the Russian Fed. but
  still holding a Russian passport.
