The rules about face shields are clear and have not changed since they introduced them:
https://www.qatarairways.com/en-hk/safety-measures.html
Face shields can be removed by J pax, except during boarding and disembarking. My recent experience in QR J (non-Qsuite, non A320), is that it is fine not to wear face masks. Personally, I put it back when FAs come to talk to me.
It is not required to wear then at DOH airport. Actually they are collected from pax arriving in DOH (as their final destination).
My guess is that they have a system to disinfect them at DOH, which they do not have at most outstation.
Face shields will be distributed at the airport and are to be worn when boarding and disembarking. Economy Class are required to wear them on board, except when eating or drinking. Business Class are asked to wear them at their own discretion.
