Sadly, I think the situation is too unstable there to risk booking a trip to Hawaii. Their rules (and which islands do/do not want to participate) seem to be constantly in flux -- meaning you take on a lot of risk if you book Hawaii in the coming months. (We debated it. We were looking at renting a VRBO to stay away from the crowds, but that also comes with very harsh cancellation clauses -- meaning we'd be out a lot of money if we had to cancel.)
All of the above points to why this "test before you go" effort on the part of the airlines to try and generate business is doomed to fail. Any jurisdiction can change their entry requirements at any moment and if you're out money you can kiss it good bye.
Layer on top of that the risk of catching a virus at the airport or on the plane, or in a hotel or at a restaurant and there is no attraction for me to travel until I have been vaccinated.
