The island of Kauai just decided to opt out of the whole program -- effectively shutting down travel to that island:

Sadly, I think the situation is too unstable there to risk booking a trip to Hawaii. Their rules (and which islands do/do not want to participate) seem to be constantly in flux -- meaning you take on a lot of risk if you book Hawaii in the coming months. (We debated it. We were looking at renting a VRBO to stay away from the crowds, but that also comes with very harsh cancellation clauses -- meaning we'd be out a lot of money if we had to cancel.)
