When they first came out, debit cards had little to no protection, but after consumer complaints started to affect consumer acceptance, VISA and MC both extended the same protections they do to credit cards to debit cards.
It also depends on the debit card. Mine is issued by Bank of America and I have 100% fraud protection. They steal my card, I call BofA and inform them, and any monies fraudulantly deducted from my account are replaced the next business day.
