Agreed. It's a rather odd decision.
My best guess is the renovation project exceeded the planned budget, and at some point they decided to not completely gut all the bathrooms. Or maybe more guests than expected complained about the lack of bathtubs, so someone decided to just keep some of the bath/shower combos.
If a nice bathroom is important to you, I suggest staying at the Pacific Rim where all bathrooms have both a walk-in shower and oversized bathtub.
