No, not prohibited from uplifting items as part of the Cruz cheapness phase, where they are not supposed to uplift anything, unless an "emergency" to save money, but specifically JUST water, the amount of destinations can be counted on one hand.
I have the banned list in front of me, with reasons as to why the water is unsafe. Buying gloves must be challenging!
