I think (if it's been considered at all) the concern would be that you'll have had a long period "in the wild" whilst transiting the travel corridor and on a flight from e.g. Dubai or Qatar where you are mixing with red country transit passengers that is quite a potential risk

~5-7 days (no mention what type of test it needs to be yet) isn't too bad for those who would come for a longer trip to visit family or a longer business trip so I think it's a good step forward - albeit not opening up short term inbound tourism but all in good time
