I hope you are right, because actually the report's findings - in the absence of a vaccine - are frankly terrifying. However (a) it's not the only example that NZ has had, a whole lockdown was engendered off one couple allowed out of quarantine early for compassionate reasons and (b) NZ is unusual in closely monitoring all arrivals very tightly indeed. Your suggestion that "thousands travel everyday to countries with negative PCR tests upon arrival and stay that way" is essentially wishful thinking unless you really are testing people repeatedly to find out whether that is true or not. NZ and Australia are among the very few to do the due diligence here.
Since May 15 NSW has tested 36k
asymptomatic travellers in quarantine on day 10 of their stay and found 120 infected. These people would have also been tested on day two of quarantine. Cases in quarantine are surging right now (Health just reported 11 from yesterday, bearing in mind the daily cap on arrivals at SYD is 350 that gives you some idea of the positivity rate in quarantine), largely because of what's happening in the Europe and the US but unfortunately NSW Health doesn't break down testing in quarantine by day of positive on a week to week basis. During the northern summer the case numbers in quarantine dropped right off.
