4.5 hours is enough, it is not plenty.

There is not a great deal of time saved between having your bags tagged versus having to check them in at Haneda. If it is a peak travel day in Japan, and you have no status or don't book domestic F, the lines can be long whatever you do. But usually it is pretty smooth and quick.
