I also believe that this is why JR East sells JR TOKYO Wide Pass and JR EAST Welcome Rail Pass 2020 through machines that are equipped with passport readers and require no human interaction, but only sell JR EAST PASS at the ticket office. This would be because JR EAST PASS require a temporary visitor visa which cannot be verified by machine, whereas JR TOKYO Wide Pass and JR EAST Welcome Rail Pass 2020 only require that the passport holder is a foreign national.
