Note that you have until the end of the earned status period (normally January 31st) to choose choice benefits. Depending on your choices, it can be better to pick them early or late.
if the answers are yes to both scenarios, so you can pick 4 regional upgrades cert when u r plat, and then pick 4 global upgrades cert after u r diamond?
