No completely true, but BULK tickers and tickets on non-016 ticket stock (and non-UA operated) still are partially mileage base (with a fare based multipler) -- But this a topic for other threads such as 2015 MileagePlus Change - RDMs Will Be Calculated by Spend, Not Distance
