No the previous restriction that is still active was related to upgraded fares.
Passengers who've upgraded their ticket to Business Class ( either with miles or via the discounted cash upgrade option ) was not eligible for lounge through their travel class.
Although, still they have access to oneworld partner operated lounges and access to any lounge through their status.
