with less than 20% load factor, there is no restriction. But guess SQ did limit the number of tickets available for sales for the JFK flight.
For JFK, the scheduled flight time is 18hr plus but actual flight time is less than 17hrs.
The plane fly via pacific to JFK n return via Europe to Sin to take advantage of the winds.
