Yes Simon mall is a no go for Amex. Any MS is potentially a problem in that you can always get points clawed back by the RAT team. Even grocery store gift cards could be sketchy if the store reports level 3 data. You can always make a payment with plastiq or pay your taxes but those will incur a 2-3% fee to hit the minimum spend.
Is there a list of grocery stores that report such data? I am contemplating buying some GCs at grocery stores for the 10x bonus, not minimum spend as it's explicitly excluded in T&Cs.
