According to PP website the international arrival lounge in T3 is closed. Even if CISF allows me in would there be Vistata personnel to check me in at around 11 PM? I will also explore T3 IHG hotel as an alternative.
i flew into del about a week ago & i can confirm that the arrivals lounge is closed....

the ihg hotel is definitely an option as your can access that upto 24 hours before your flight....
