Simulated weapons are prohibited, it doesn't matter that it can't actually go boom. What's stupid is looking at it and thinking bomb rather than container.
It wasn't a simulated weapon and had no earmarks of being a weapon other than being a cylinder.
Edit to add: As I was posting the above I wondered if a thermos would be allowed in carry on luggage. According to the TSA Can I Bring tool the answer is yes. A capped metal cylinder roughly the same size of the PVC tube. So what's the difference?
