Hardly anyone pays the published rack rates, unless there is a conference etc in town. The 'published' rate for a room is typically the maximum that can be charged.
But still there is a big difference in paying 165€ and 250-300€. Such low rates are usually corporate company rates. Even member rates will only lower 10-15% to the official rack rate.
