Sorry for resurrecting an old thread but I actually got a SafeKey popup on Apple's US site today with a US issued card. The charge went through without any further authentication required, but in theory it sounds like you might get texted a one time code or asked for information from the physical card itself. Hopefully once international travel becomes generally possible for us again, we'll have less of a hard time with AmEx in general.
