What would be less harsh? Hawaii cares more about curtailing covid that it cares about a handful of tourists. Maybe it will stop people from getting on the plane that have even the slimmest of doubt. Just because you "feel good"...means nothing.

I would say the answer to this question is: Because they can make their own rules?
If you think a few extra hoops will stop the tourism, it won't. People will play by the rules and tourism will slowly improve. Everyone else can stay home.
