I don't know which CD sites you're ordering from, but Japan Post offers surface mail to most countries. While very slow, it's cheaper than FedEx or DHL.
Japan Post recently restarted airmail for small packets to America so shipping might become better depending on what mail services Amazon or other companies, or if someone in Japan sends you things. No word on Japan Post EMS, but Yamato (Kuroneko, the black cat service) has been pretty reliable and not too expensive for places that have that as an option.
