What happens if you book partner award, then buy an infant ticket, then cancel?

Wasn't sure where to post this so I'll try here.

I used Lifemiles to book my wife a business class award seat LAX-TPE on EVA airlines on December 25

I understand I will have to call EVA or Avianca to add the infant and pay cash equal to 10% of full fare ticket for the infant.

Lifemiles normally charges $150-$200 to cancel redeposit. They are also offering a one time free change due to COVID.

What happens if, after paying EVA or Avianca $300 or so for the infant revenue add on, my wife needs to cancel the ticket or change the date? Is the infant seat always refunded automatically for free when the underlying award seat is canceled?

Or are there more fees for this, or is it not refundable?

Knowing what happens in the event of cancellation will help me to decide when to book the infant ticket.

Is there some urgency for me to book the infant immediately or can he be added any time between now and time of flight for the same price?
