Haven't heard of any limitation for CPU. Did you notice if the GA contacted others on the list? It could be the others declined the upgrade to keep an empty seat pair.
The GA made an announcement that all upgrades and standbys were made and check your app or approach the counter. Personally I find hard to believe that five out five people would choose to inhabit the rear of a almost full CRJ for two hours if they didn’t need to. Then again I do this all the time.
