Thinking of my rentals over the past six or so months, exactly one rental has met both of those criteria. I have had a couple other rentals that met the under 20k but not the full size criteria (they could have given me something that had over 20k but was a full size those two times), and then 3-4 rentals during the summer when they were very busy and obviously short on cars that failed both criteria.
