Refundable only means that if you are due a refund, it can go back to your original form of payment instead of a credit. That’s it.
It doesn’t mean there isn’t a fee for changing or cancelling.
That is a big difference between the non refundable and refundable fare - being able to keep credit is very different to getting a refund
There is also only $50 difference between the non refundable and refundable fare on that route
Both the refundable and non refundable fares allow changes without penalty
The refundable fares on that route have no cancellation penalty, so will give a full refund if cancelled
