The reason is that when the FA carries a cart from the forward galley, with curtain down, if the seats where not set 2-3, there would be a great chance of injuring the passenger sat in C, as the FA would follow the line of the Business cabin seating plan, where there are only two seats on the A-C side.
I don't think BA mind too much if one gets a curtain in the face
As an aside, best seat are indeed first row of Economy A C or Exit row (which will not be available if the Business class cabin exceeds 9 rows). Avoid the row just before the exit, as the seats are fixed.
