I totally agree (having just been downgraded by company policy) yet only way to get these in my experience has been through getting into online check-in and thus seat selection as soon as it comes available (24 hrs before departure), as at time of reservation the exact row which applies is never determined.
The only reason I can think of for this config is that if it were A-B-C with three seats, passenger in C gets the curtain in their face. Any other ideas ?
