Lufthansa charged me for a flight modification without my consent

I hope you are all safe,
I had a bit of a problem recently with Lufthansa.
I was initially supposed to fly with Lufthansa on the 4th November but had my plans changed. I called the Lufthansa Support Line from my country on Monday, to ask for modifications as the website does not allow me to do it online. The customer advisor was quite rude with me and told me I had to pay 35€ anyway, without even me telling which date I wanted.
I then asked me to explain to me the price difference as change fee are supposed to be free due to Covid.
He then clearly said I was wasting his time and put me on hold.
This is when I hang up.
A few minutes later, I see the following e-mail along with a flight change to the 18th December.
"Dear Passenger,
as you are affected by a flight irregularity we have made the following changes to your itinerary:"
They also charged me 35€ without me consenting to this at any moment.
How can they do this and can I make a complaint ?
