There's a dearth of cash in the hotel ecosystem today so it makes sense for points rates to be high.

Once hotels no longer face an existential risk, you'll see very low point rates, as hotels will maximize occupancy for the next few years.

The exception will be peak periods (Thanksgiving, xmas, national holidays, etc...). There is so much pent up demand to travel, I could see hotels actually pull points availability during peak periods.
