2) That's what my records show.
3) When I told Delta that I would be seeking compensation in the end of the call, DL's supervisor I was speaking with did say on a recorded line "not to assign blame to anyone", but KLM could have re-issued the ticket and allowed me to board. Of course KLM ground staff at the airport told me this was a 006 ticket and therefore they had no control. Sounds like a great partnership they got going on. On DL's system I was fine, on KLM's system I was not. Is it not Delta's responsibility to make sure I am confirmed with whatever code share they put me on? What is weird to me is that my flight suffered 3/4 schedule changes prior and I even called KLM to look into options and make sure all was fine - and all was OK. [Delta claimed from the moment the changes took place that the ticket then belonged to KLM as they had changed it... And KLM had told me this made no sense as it was a 006 Delta issued ticket - this wasn't a problem as the protection options provided back then did not work for me and I always agreed with the new schedule given by them]
The problem lies with who you called. As DL issued your original ticket, DL is the one you should've contacted. DL and KLM no longer handle reservations for each other. It used to be that if you called KLM in N America that a DL agent actually answered and just pretended to be KLM agent (opposite in Europe). However that ended sadly at start of the year.
What sounds like happened, KLM agents rebooked you, but as ticket was issued by DL couldn't reissue it. Now on Day of departure you had no valid ticket for your flights back. Also as it was Dsy of departure KLM now could reissue the ticket (it would've changed from a 006 DL ticket to a 074 KLM ticket) as they have that power on day of departure.
Sadly as far as EC261 goes you didn't have a confirmed paid flight. Thus they wont be required to pay out the €600 compensation. However they should give something as it was their screwup. They shouldn't have touched the reservation when schedule changed and referred you to DL who would've been easily able to reissue ticket. However despite that screwup they could've reissued on DoD but for whatever reason didn't.
Takeaway you should have is always deal with the issuing airline or TA for schedule change. regardless of if the flight is operated by another carrier.
