Well--yes--but PayPal's generalized corporate speak doesn't really mean anything.
If I thought an AMEX CSR could tell me why I would bother to call.
I don't use PayPal much, but I find it disconcerting that unless you happen to find out about the limit by accident, you could potentially bid on eBay with the expectation of using AMEX and be unpleasantly surprised.....
