How does the test on arrival situation work? How do you mean nobody is stopping. Is not like in Dubai etc where there is testing before you hit passport control?

Can you literally exit without being tested no hassle? I know you might have police risk but if you leave within 48 hours I'm happy to do so.
The testing centres are after passport control and you can walk straight past them if you want to. However unlike the UK you do have to show and hand in all your tracing forms so they know who has come in from countries that require tests, and who has not taken one at the airport.

I don't know anybody who has flown in and not done it at the airport because... well why wouldn't you?
