The theory is that whilst cutting to 7-10 days is less safe, far more people will be ready to comply which will mean a net benefit. Some of the papers suggest that any cut could be aligned with changes to the travel isolation rules too. The stories also report that the government is worried that compliance will drop further or fall apart as Christmas approaches unless they do something.
Note: The 10.9% figure is for people contacted by track & track as contacts of someone infected rather than travellers who should self isolate. Whether a traveller is more or less likely to follow the rules is a matter for speculation.
