I would be surprised -- shocked, even -- if this policy were actually written into the computer system at all. Keep in mind, it's a fairly new policy: interlining of bags across separate tickets was routine, for any partner with an interline baggage agreement, until a few years ago. The new, more restrictive policy was motivated by business reasons, not technical ones: they were presumably having arguments with various partners about how to split up the revenue from baggage fees.
