My number is not a true GV number. It was ported from AT&T. Could that be creating some problem...?
There is one setting that's disturbing. Under Calls/Outgoing Calls, other people have a slider (saw a screen shot somewhere) and I don't. That's what it looks like:

If your number ported across successfully then there should be no issue with it. I don't have Hangouts, but is there a setting in there that is causing it not to work with GV? I also have no slider in my calls list if that is what you are referring to.
