Perhaps you've denied Voice the use of your microphone or you have some sort of "security" software running that's blocking it from working correctly. Try opening voice.google.com in a private tab in Chrome (you'll have to log back in, etc) and see what happens. And, obviously, if you're running some outdated or oddball browser, try using a real browser like Chrome, Edge or Firefox.
GV has access to the microphone. I've been using Chrome and Firefox and tried incognito window, but it didn't make any difference. As I've been forced to live like a fugitive this year, both browsers and Windows may not be updated properly as there's no more space on this laptop. I don't use any "security" or virus software. I thought AdBlockPlus could be a problem and disabled it for this site and even removed it entirely, but that didn't make any difference, either. I guess I should try on somebody else's normal machine and see if it works on it... Let's hope that's the problem. I do plan on buying a desktop soon.
Is your phone icon green before entering the number? Other people were saying theirs is gray before they enter the number and then it turns green. Mine turns green only for a split second when I reload the page.
Also, I saw screen shots of other people's settings and mine are different under Calls. Under Outgoing calls they have a slider (like under My Devices I have a slider Web and it's on) and I don't. I only have the message below...
