4PM is probably the most reliable benefit, and I have had no problem 99% of the time as well. However, I've noticed when I'm at a resort-esque property, the agent will try to BS you with "sorry, we are fully-booked, can only do....", but you just have to rely with confidence that 4PM is a published guaranteed benefit for Titanium (or Platinum) and usually they backed off.
