Used to United, you can always go to your reservation, scroll to "travel offers" and there would be an option there.

They do if upgrade space (which is a separate fare bucket) is available. The problem you likely have run in to is that A) they haven't released upgrade inventory on your flight and B) there is likely a pile of MVP/G/75K members on the waitlist. AS policy is to always upgrade elite members before selling upgrades as a last resort.
