I don't see why COVID will have impacted the polcy - the policy relates to conditions where AA will offer a rollover of an existing fare

If making a change to a booking/cancelling - all of that is determined by fare rules - from what I can read , the poster doesn't want to make a change, just see whether eligible for a refund based on a rollover
