Curious where it says "yes" -- the various AMEX T&C pages and the Delta page here: https://www.delta.com/us/en/baggage/...ecked-bag-free

all have language in the Terms and Conditions section along the lines of "Benefit is limited to Basic Card Members (not Additional Card Members) [...]. Reservation must include the Basic Card Member’s SkyMiles number. Fee waiver also available for passengers traveling in the same reservation as the Basic Card Member."
