That has nothing to do with Texas. That is something to do with Real ID. It is the same here in Nevada. Get a real ID- you will be waiting and dealing with voided license/paperwork for weeks until the new one is mailed to you. I used the voided expired license and temporary paper on an Alamo rental once without issue. No photo on the temporary license here- they say to show your photo on the voided/expired license if someone wants a photo.
