At some point you might well decide that 30k Citi points - now TK miles - are hardly worth chasing. The fact that you used TK miles on UA flights for a third party makes this about as messy as a reward can be.
TK ticket offices are definitely the only people who can help. You can complain to the DOT, but TK are just acting as travel agent here.
