Turkish mile refund failed: options?
In November, I transferred 30K Citi TYPs to Turkish and booked 2 roundtrip tickets to Hawaii in late March for friends of mine as a wedding gift. I booked the tickets by emailing the Boston ticket office and then calling in to Turkish with the confirmation code the ticket office provided in order to pay for it. Then Covid hit. I emailed the Los Angeles ticket office (after Boston didn't respond) and cancelled the ticket. They sent me back the following (ticket numbers, booking reference numbers, and friend's name hidden for anonymity):

Your tickets were also reissued by United as follow.

So for some reason I was given half United ticket numbers and half Turkish ticket numbers.
Since then, I have been trying with no luck to get my miles redeposited. The Chicago ticket office (who I emailed after Los Angeles just sent me to the help desk) says they can't do it because half the ticket numbers are United. They actually asked me to call United about it--not surprisingly, United told me that there is nothing they can do, I booked it through Turkish so it's a Turkish problem. I tried calling in to Miles and Smiles but they say they can't do anything because I booked it through a ticket office, so I have to go through the ticket office. I've had two different claims opened up with Turkish help desk and in the end I just get some generic email from them that provides no resolution.
I actually went to O'Hare and spoke with a person at the ticket office. He repeated the issue above (the United ticket numbers) but said he would work to solve it by contacting the Miles and Smiles people directly and maybe it would just take a manual entry to get my miles back. He said he'd call the next day--2 days later I got a voicemail from him saying he was still working on it. I called him and left a voicemail a week later and never heard back. I tried emailing the Chicago office again some weeks later and didn't hear back.
A couple of weeks ago I had had enough and sent the Chicago ticket office and Twitter account a message saying enough was enough and they better fix this ASAP or I would report them to the appropriate regulatory body. The ticket office didn't respond and Twitter just sent me a link to their help desk.
So what are my options? Is there a regulatory body I can appeal to?
