Sacramento was like that IME. State gov't rate was around $95 a night, while federal was around $115 or so. Some properties had state rates available but not fed, nor would they make more available despite the higher price.
There are three separate CA State rate categories depending on region and they don't track with Fed rates at all; some are lower, some are higher. Previous posts claiming that all gov rates are based on GSA per diem are simply wrong.
