Well that would have been the obvious thing to point out really. There is no logic in the agent suggesting BWC doesn't apply and refusing to simply allow a fee free change since you can turn it in to a FTV and rebook with no fee anyway. If the agent prefers to take the more complicated and time consuming route via a FTV then of course they can, but much easier for them to have simply agreed in the first place that reward booking do fall under BWC/FTV and change fees are waived.
